Bihar government’s campaign Basera-2 scheme
In fact, after the announcement of giving three decimals of land to the landless poor under the Bihar government’s campaign Basera-2 scheme, a huge crowd of thousands of women has gathered outside the Chief Minister’s Secretariat to submit the application. There are long queues outside the secretariat, due to which the police are also having a lot of trouble in handling the arrangements. The rush to submit the forms behind the crowd and various discussions and rumours are also involved, due to which people are reaching the secretariat in large numbers.
Recently, Land and Revenue Minister Dr. Dilip Jaiswal has announced that on the occasion of the completion of one year of the government’s tenure, 30,000 more landless families will be given land settlement certificates. Earlier, on August 15, 30,000 people were given land earlier.
There is a queue of about 1 km long outside the CM Secretariat. This includes very poor women from different districts of Bihar including Buxar, Bhojpur, Gaya and Nalanda, Aurangabad. According to social media and local news, a large number of people have reached Patna directly on the basis of just a rumor or incomplete information. There is a hand-in-hand land form being submitted or land is being received. Whereas, according to the rules, the process has to be done at the local level. According to government rules, the process of identification, verification and application of eligible beneficiaries under Campaign Basera-2 is to be done at the level of the local zonal office and the district administration, and not directly at the Chief Minister’s Secretariat. But since people’s applications are being taken here, the crowd is only increasing.
According to the official campaign basera portal, the benefit of land will be available only to those who fulfill these conditions.
Native: The applicant must be a permanent resident of Bihar.
Completely landless: The family should be from a rural area and should not have any land of its own for living or building a house.
Deprived of prior benefits: The family has not previously received land under any government scheme (such as the earlier land allotment programme).
Land Size: Each eligible family will be given at least 3 decimals of land (about 1,306.8 square feet) to build a house.
Assistance of ₹1 lakh in case of lack of land: According to the rule, if government land is not available in a zone, then the government will give financial assistance of ₹1,00,000 (Rs 1 lakh) to that family to buy private land or arrange a house.
Connection with Housing Scheme: The main objective of this scheme is to give land to the landless and give them the benefit of the Prime Minister’s Housing Scheme, because without land, the funds of the housing scheme are not released.
