Delhi court seeks action taken report over FIR delay in NRI woman’s case against ex-BJP MLA

A Delhi court has directed the Station House Officer of Tughlak Road police station to submit a detailed action taken report on a complaint filed by a London-based NRI woman, who has alleged criminal intimidation by former BJP MLA Vijay Jolly.

The woman claimed she was pressured by her family members and a spiritual adviser after she had earlier lodged a complaint against his wife and son for offences, including domestic violence, harassment and outraging the modesty of a woman. The court noted that no action had been taken so far despite the seriousness of the allegations.

In its order, the Patiala House Courts Judicial Magistrate First Class (JMFC) Aridaman Singh Cheema recorded submissions of the complainant’s counsel that the victim had approached the SHO and the DCP concerned, but no FIR had been registered.

The court sought a response on whether any complaint had been received, what action was taken, whether any cognisable offence was disclosed, and if so, whether an FIR had been registered and the status of the investigation. It further directed that the complainant be informed in the event no cognisable offence was made out.

The matter arises after the London-based NRI, through her counsel, approached the court seeking registration of an FIR against Vijay Jolly. Earlier, in February 2026, she had moved the court seeking registration of an FIR against his son Rishi Jolly and his wife on allegations of domestic violence, harassment, threats and outraging of modesty.

During the hearing, the complainant apprised the court of the earlier proceedings and their status, and said that the matter had recently been taken up for the filing of the action taken report by the police. Her legal team submitted that she was called for investigation only a day prior to the hearing and was not asked questions relevant to the complaint. It was further submitted that the inquiry focused on jurisdictional aspects and the applicability of law, which created a hostile environment during the process.

The police, in their action taken report, said that the complaint remains under inquiry.

Taking note of the submissions, the court has fixed May 22 for further hearing and directed the Investigating Officer to remain physically present with the updated action taken report. The original complaint dates back to January 8, 2026, and had required judicial intervention in February for consideration of FIR registration.

It is pertinent to mention that former BJP MLA from Delhi’s Saket, Jolly, had already, in February, said that the relationship between the complainant and his son was consensual. “Both are adults. My son was enticed. When the marriage proposal did not work out, she became agitated and filed a complaint with the police, making false allegations,” he had said.
